Can i get this money out or its gone forever? | You will get an email mail from PP after 180 days - basically you log back in and withdraw the money to your bank account on file (refund still works). Most all other features from PP will still be locked...purchases/transfers/etc. But you mention issue with bank account - not sure you can add a “new account” in this limited state.
This is why it’s recommended to open backup PP accounts, and transfer monies in between, this way you can still “refund” to yourself to another account when one becomes “limited”.

Once 180 days have passed (give or take), you will need US bank account. I'm not sure if the check mailed to address option still can be done - haven't tried it in ages. |

I have tried several times to link it to bank accounts in my name but now it won't take it as it once did a year or two ago with other stealth accounts. The account already has a balance on it. I'm just trying to find a way to withdraw it at this point.
Is there anything that can be done? It seems Paypal now wants the name on the bank account to match the name on the Paypal account. Or maybe another reason they aren't allowing this.
Everything is in the US. Paypal, bank, etc.

Any help is appreciated | You need paypal letter dropped to your available attached email address once you're able to move your funds. Otherwise try to hit them via "contact us" section. Meanwhile if your bank is dead thus might be problem adding new one. |

In some cases, PP AFS will not allow you to withdraw all at once, but only in small parts. Good luck! |

In short, to continue using this account or taking out your funds, you have no choice... |
