Sounds like you need to link the credit card by having it charged the $1.95 and then entering the code associated with that transaction.
Never happened to me but heard of this before.

i created account in many countries !! not only one country
i called pp they said it something in our internal security system and we cant override !!! internal secuirty system for my safe block any payment !!!

It sounds like your just making the accounts incorrectly.

What countries have you had this error on and how were you making the account? What IP for example were you using?

yup some of them n some no ...
i have been using egyption account while im in libya for 2 years !! every things were ok until that black day :) i remmebr every things went down
now im trying to find out how to solve this problem
the old account has been closed for no reason by pp customer support ..
she was too bad girl ...

Ok, if you want to try to make a US PayPal then your really going to need a good solid US IP address

Well you only need to provide the SSN of its requested. Fairly easy to avoid.

If you tried to make a PayPal USA before then you must have had a plan for the bank account already no?

james why do we need vpn or vps while pp system knw our ip n what servers we r using
i remmebr that day while im using good vpn ..while im on the line with pp they told me my real ip n what server that im using n the name of the program n n n n

If they could tell you your real up when using a VPN then you were not using it correctly and the IP leaked

Use a decent non abused VPN correctly and PayPal won't be able to see your real IP

They would just not see your real IP in that case

Something you are doing in account creating is causing this issue. It wouldn't happen otherwise

Worth going over your steps one at a time with a pen and paper to make sure you are following the method outlined in the stealth guide

I recently got this error message for a Paypal I didn't have a bank account attached, and an insufficient balance in my Paypal account to cover the purchase. I overlooked this by mistake, maybe you are too? Worth checking.

In my case, the card expired.

i dont have bank too but i dont think the problem cuz of bank att
i have over 1000$ while i tried to make payment 200$ !!
today i got msg from pp which saying "we r kicked ur ass out pp :)) limt nt appeal :redface:
