If you linked your pp account prior suspension then you may want to discard that PP account and create a new one for further use with new EB account.

That sounds like technique error from ebay side. If I were you, I may call them, tell the story and they may probably figure this out..but don't mention that you have tried voip phone, only real...

Where are you getting that info? Did you actually do that with an account? I was told paypal will link the ebay information to a banned paypal and ban the new paypal.
How do you get around...
