You should not attached a new PP, but you can look at accepting other payment methods with that eBay account

Once a bank account is attached to PayPal its useless for any other PayPal account even...

1. You could try calling and seeing how bad the "no appeal" deal is - you cant remove the bank account.

2. Eb is not "useless" - just means you should not be using PP for it...new stealth pp...
