If the account is limited than you cannot transfer money out of the account. Also from what you are saying the accounts are in collections, so your beyond the point of paying paypal the money to...

Need to sort out your other accounts before trying to withdraw from this one.

PayPal are not going to give you money while you own balance on another account that they know you control.

You are doing something wrong, try skipping that part if it asks because you do not need ssn to open an account. Maybe if you are trying to open a business paypal

I would say buyer and sellers are always 50/50
I rarely loose a case a buyer opens unless it is legitimate error or problem on my side.

I doubt this case alone is anything to go by. Buyer has to have an upperhand, or at least an illusion of one. Thats how you make people calm and confident that they can spend their money.
