You dont owe anything NOW. ALL accounts have a statement and if the balance is ZERO you dont pay anything. It is the same as any other bill.

You pay directly from eBay. Click "make a one time payment", then click "pay eBay directly with my credit card".

EDIT: This is how I pay all of my fees on my business account with a dead Paypal...

Its the entropay that causes this issue in the UK. I would guess its the same in the USA

Agree with jamesnorth, not going to happen.

The email that says something like "we've noticed some unusual activity on your credit card" is a scam email, how would PP know if your card has any...

You can withdraw to VCC in some countries but they need to be ID verified VCCs

It'll never work for high risk items under those circumstances.

That said, is it a seller here? These guys generally know their stuff, and are pretty sharp.
