You add a US/UK bank to withdraw, to add a US bank you will need to contact Paypal. You can send money/buy things as normal with a UK account

You will still need a bank account to withdraw - unless you buy things/spend money around

Try Revolut/Monese (digital app banks), as you are in Ireland, you're eligible to open.

Monese works as far as I know.
