I think it depends on type of account. Personal account works just fine.
Merchant account without any bank or cc, that's just weird IMO.

You won't lose the ability to withdraw once you reach 2.500 eur.
You will get in trouble if you don't send them the documents required by now or if they don't like the documents.

Virwox is my favorite exchange for buying BTC. You don't have to provide ID and you can buy BTC in literally 5 minutes or so. Hope they resolve the issue.

Are you sure this limit will be reset in January?
I think 2500 Eur limit for EU accounts is not time based...

However making plans for Paypal is effortless, you should solve problems as you go...

OP, it happened to me when I used cheap VCC from indonesian buyer to verify my new PP account.

They asked for additional documents as you describe.

Interested as well.
Also, if someone knows where to buy non-reloadable prepaid plastic CCs with paypal, that would be great. Something like this: giftcards.eu except they don't accept PP payments.
