Yes the hold of sales funds might be stopped earlier than 90 days.
Its all about the trust level of eBay towards you. Once you build other trust factors it is possible for them to stop placing holds.

yes they could.

return rate is one of the metrics ebay monitors. if the rate is high you trigger an investigation or suspension.

personally i dont know anyone that had this problem though.

Hm.. there is no clear answer to this. The "good" % of returns depends on the products you are selling. If you sell clothes then the return rate is big and I am sure ebay takes that into account.
