You're saying, for example an account gets flagged by the system and than it's put up against some AI which makes a decision? I can see that but most likely it's a PayPal employee making a decision...

There are no robots or bots.. as MM78 stated, it's all software with algorithms. If you meet certain criteria an action is taken. Whether that puts you in a review queue or something immediately...
