It is not so much that you are in RO, it is the card issue, if it passes their avs, then all good.
suggest you do a small test on each, if you know someone in usa to ship to or ship to a charity....

who do you want to dropship to? USA customers or elsewhere?
alot of those in the list do not even ship abroad....
if you are shipping to USA customers, then you can just use a virtual card with...
