If Paypal leaves your account open but Limited it...

If Paypal leaves your account open but Limited it counts as a "Open Account" on their books.
If they close your account then it does not count as "Open"

This is how eBay & Paypal can say legally...

It will be MUCH easier than to ever use it again.
