They can't see your name at all and you being outside the US you are clear because they won't ask for SSN. New account info input you will be fine for DC.

I don't sell on E.bay it's definitely true for Et.sy that they ask for last 4 of social for direct chkout. If it doesn't match it is going to throw up a flag.
