it is possible to connect another payoneer to ebay , for example one that is already verified for ebay but of course this always bears a risk , ideally it should be done on an account you can spare...

if you were already approved for payoneer with stealth connected to ebay a number of times then I would not worry much here it should be a random problem so you simply do many accounts and I am sure...

if ebay is registered in uruguay and the same is for payoneer then the only suggestion I can make is not to send the same document to payoneer that was rejected once and refrain from sending PDF but...

you should give more details , which country , what kind of ID sent , what kind of docs requested , approx. text of py messages with acceptance/refusal
