Either that, or wait out the 180 days and *hope* you are permitted to withdrawal the funds. Sometimes you can do that, esp. if you keep calling and get a rep that is willing to override the ID...

This depends on if they accept your ID or not.
Prior indications are that if the ID is not valid and verifiable via 3rd party databases, it may be rejected.
Refuse to give PayPal what they want...
