You have to pass human inspection too (after your store is flagged by a bot), I think et sy staff can search recent suspended stores and seeing your new stealth store along side your old suspended...

My experience is recent too. Turn on ads and no suspend. There are many reasons for suspension. Posting same products from a recently suspended account will get you shut down too, even if you altered...
