Yes. I was able to, but you run the risk of getting limited. My both accounts was running fine. However, due to negative balance issues, One of them got limited. The other one is just fine.

Not true at all, well at least for me. I was able to remove my bank account from old pp account and link it to a new one without any problems.

It's because you are trying to sell immediately after creating the accounts which looks very suspicious to ebay. If I were you, I would i would bid on items for couple days and maybe buy couple small...

They do reverse 2.9% paypal fee,, but they don't refund the 30c transaction fee for any reason.

This has happened to me before. On many occasions, when I tried to send money to friends or seller, it would say "payment cannot be sent, please contact paypal customer service or try again later"....

My friend tried to make a paypal account, it asked him for SSN. I don't know, it might be his ip address. His other account is limited.
