Vpns/Proxies/? What is the way to go?

Lets say I want to make a new paypal account and be able to transfer money with it.I have seen that paypal detects vpns and I was wondering if proxies high quality would work.Their company tell me it would.What do you guys do to create new accounts that can send/receive money?

Best to create with mobile IP, then to maintain the account on a Dedicated IP, as long as it is high quality.

Welcome to the forums oky - you need to use services that are LESS likely to have been abused by people so avoid free services.

Creating new accounts? Follow stealth methods....learn about it...
