What is a good VPN to use.

Also what VPN where you can pic a different location as much as you like with out any additional fees? I know some will let you change location a certain amount each month and if you go over, you have to pay extra.

how would ebay know if its a VPN or not? i use VPN's for all my accounts as any other way would be too much hassle.

VPN services tends to reserve a block of iP ranges, and eBay can simply know by looking at it.

Also OP, no such public service exists to your specification, especially if you want private IPs.
