I just created a new ebay account with a Fresh IP used a ⊗⊗⊗⊗namegenerator for a new address and textme for phone verfied, I still not linked my paypal/creditcard to my account I tried to list an item and got this message:
"We're unable to increase your selling limits right now.
However, we'll review your account periodically and may automatically grant a limits increase based on your selling performance."
"You can sell up to 0 items or up to $0.00 per month"
And this in my messages:
Hi James,
"
We recently reviewed your selling account and unfortunately, we have decreased how much you can list on eBay. For now, here's how much you can list:
User ID:****
Items: 10 >> 0
Amount: $1,000.00 >> $0.00"
Again i still not added any Credit card/paypal to my Seller Fees Dashboard
should i add or they already flaged me?

It's best to just move on and make another account. 0 /0 is an indicator that they don't trust you already.

I tried again with a a fresh PC and Fresh IP and used a real address in USA and again 0 items maybe the problem is the phone number?

Most likely the phone number. Oftentimes you can still get selling limits but it requires calling in.

So I did everything perfect address+ phone number and yes it worked I can list 5 and not 0
But after I listed 1 item I suspended 2 hours after what can be the reason

Yes that would greatly increase the chance of such a thing happening.
Also the type of item and its price would have an impact. What were you trying to sell on this absolutely brand new account?
I suggest you do a lot more research and get the stealth guide to learn how things are done properly cause right now youre going about it all wrong.
