I’m interested in buying an eBay account(us) and I’m wanting to attach my own paypal account to it which is also us. Can I do this?

You can do, but if you have used eBay with another PayPal in the past then its likely that the PayPal will get limited.

Probably not successfully if it has been used before, or if the info doesn't match. Which it won't.
