"we have no postal address on file" when trying to withdraw money to visa

hello,i live in country that there is a possibility to withdraw to visa card
however when i withdraw ,after 2 days paypal reversal the money and i have this message:we have no postal address on file

Someone once had this problem?

Very odd then, maybe go into paypal and edit the address, but keep it the same, maybe that will trigger something.
