Should i receive this kind of email "PayPal appeal denied" to be able to withdraw money after 180 days or it doesn't matter?

I would say if you were denied an appeal you cant withdraw after 180 days but with such little info provided I don't know

After 180 days you will receive an email that you can withdraw money to a Bank account. It could be before that. But the account will not be able to use.

Usually you can withdraw in 180 days, only in special circumstances will they keep this money

@OP, doesn't matter for the most part about "appeal denied" part - just wait the time involved (180 days or, if a bit luckier, sooner as James noted)

just wait until they send you that mail or give them a call after 180 days

I don't think that any appeal can hasten the process. 180 days is the standard procedure
