How much history how much trasnaction amount or what?

PayPal bases trust on past history.

Without any history, they really won't trust you much.

idk if PayPal ever trust anyone but over time like 90 days they start t trust you little main key is having a bank and vcc on file.

PayPal never trust anyone. If you do sketchy transactions, they will mostly limit you and be ready for tons of docs request.

Seems your account is not good stealth. How long created and any transactions yet?

Which country of your pp account and from which countries with trying to receive?
What's the tried amount?
What's your primary currency and receiving currency?

I try received payment direct from one aco**** to other aco****. Try receiving from all the world - same issues. Account is 3-4month agged

First you should receive a small amount of money (10-15 USD), for goods and services, from a TRUSTED paypal account (2 years old, with good history).
the problem is the accounts trying to send you the money are not trusted enough.

Call PayPal directly, they are good support, they will unblock your incoming door.
