Creating a new paypal account safely...?

Hi Guys! My paypal account got limited so I want to open a new one on my fathers name. Can you tell me how to do that 100% safely?

As I understand I should create and use it on a new device, like buy a new vps or something like this..?

Opening under another family member's name just make sure not using the same IP Address and also don't repeat what got your own account limited otherwise you'll just burn your dad's info.
