I have two questions :
why is it necessary to link a bank if the vcc is enough to verify the pp
is it possible to just send the money to my real paypal account located in morroco so i can withraw normaly ?

Because PP requires a bank account to be able to withdraw, you can't withdraw to a CC. Also, that way PP sees your account as legit and you have less of a chance of having problems. Is the PP you want to send money to linked to a suspended account?
