Can buyer open case on EB after he opened it in PP

buyer opened case in PP claims that item not working and sent it back, item was long time in transit and because buyer didn't escalate PP case it was closed. Can buyer open case on Ebay now for this transaction?

eBay & PayPal are separate, and your buyer always has the option of opening separate cases/disputes with each.
