1) Your email was replied with a very badly templated response, which I can safely assume was from PayPal's first line of defense (agents on the other end of the world, without any powers and perhaps even access to your account). So this email is just redirecting you elsewhere - the agent certainly did not know why your account was closed and if there's a way forward.
2) If you don't know why you were banned, then there's no way to know in advance what you're going to be asked (other than regulatory checks to confirm your identity).
Give them a call anyway and try to find out why you were banned - there's no risk involved as you are just making a rightful inquiry into why they're holding your money. However, from what I understand, they almost never tell you the reason over the phone, so let us know how that goes.
I've restored a permanently limited account myself this year, so my advice would be first to know why you were banned. For example, did you have any spike in sales, change of personal information, eBay issues, legitimacy concerns etc.
