Promoted Listings on New Stealth Accounts

Hey,

Just wanted to ask if anyone knows how long/ how much seller feedback you need to get on a new business seller account in order to use Ebay's promoted listings feature?

I used to be able to use it straight away on a new stealth account, however there's currently no option to use promoted listings on new accounts I've purchased.

I was told you need to have the account for 90 days and Above Standard level.
