Paying fees after Ebay suspension

Hi there, what is the safest way to avoid paying the fees? My paypal balance is 0 and my credit card has been removed. I don't care about credit history etc. because i live in the middle east.

There is no safe way to avoid paying fees. The best thing to do is be honest and pay for the service you used.
