Digital sales are a rough market with lot of chargebacks and claims - if you don't have some sort of proof with tracking or VERY strong record of sales...PP is unlikely to help you in the claim - buyer has more power here, sadly.

You better just refund the guy... you selling digital items can get your account killed anyways.

not making any purchase and not receiving the item are 2 different cases,one is INR and the other is UA.
There is seller protection for UA,all you need to show is that you have shipped by providing a shipping label with tracking number,it does not have to be delivered.
But in your case,you did not ship anything
