Cant cancel order or new account

Hello,
I got an order on my new stealth account. I can't ship it and have to cancel it.
I don't have money on eBay cuz it's on hold and I can't cancel this (no money to refund )order and refund the customer.

It's a new stealth account, without money on Payoneer and with VCC without a balance as a payment method.
