Default Can customer open “ item not received “ before the estimated delivery date

Just something I’ve been curious about since I’ve been getting a lot more of these since I’ve started using longer shipping times but used to get none when I would ship next day .

So , can the buyer only open “ item not received case “ on and after the estimated delivery date set by eBay ?

It should be after delivery date.
One hint-if there is movement in the tracking ,Ebay will give you more time

Once there is an Ebay seller who would take pictures of used restaurant kitchen equipments in a physical store and listed them on Ebay/
She sold one piece to a restaurant in CA for a few thousand dollars,it was shipped by truck,there was some delay and the buyer filed INR and Ebay started looking into it.
She lost the case on a Saturday,but it was delivered on Monday as she did not notify the trucking co to stop delivery ,she said it was a weekend ,but trucking co works 24/7 in case of trucker on the road needs help so this is not a good excuse.

The buyer ended up with a free piece of equipment,when she complained to Ebay and asked Ebay to reverse the transaction but Ebay refused and asked her to work it out direct with the buyer who simply ignored her.
She went to Ebay seller forum and complained,most sellers sided with her until an Ebay rep spoke up and said they usually will give her more time if tracking shows movement but in her case there was none.
She has Saturday,SUnday and even Monday morning to ask the truck driver Not to deliver,if so,she could just lost shipping roundtrip but not the item itself

as far as I remember I got a couple of such disputes in the past and it was possible but with extended resolution deadline where escalation to customer support is only possible after delivery window has been exceeded

This is correct, in my experience cases can be opened but can't be escalated to customer support, so you'll have plenty of time for it to be delivered and you can respond within the case with your tracking details, this won't go against your service metrics if item is delivered.

one important exception: if you have many cases open or if the total value of open cases is high you are at risk of being restricted regardless of whether you provided tracking

Years ago when winter storm hit the NE bad,the post office had to reroute shipments,many sellers lost money ,tracking became worthless,as individual packages are bundled together in one big parcel and these parcels are rerouted from one airport to another,no one is going to open these parcels are scanned each package.
Unlike private carriers like Fed EXP and UPS,USPS rely on commercial airlines and many flights are cancelled.
One note worth remembering-USPS priority and express mail do get on the plane before media and first class and parcel mail around Xmas when slots are limited on commercial flights

If they open up a case and the item is still en route, there shouldnt be an issue as long as it will be delivered on time. The case will usually be won in your favor if its delivered on time with tracking info provided in the case.
