In my opinion, eBay does not always reward best percentage with the top spot. It appears to be good track record + best pecentage = top spot.
In other words, you could set your promoted listing at 30% and still be miles below a seller offering 8%
Here's what I do to get out of the promotion price war: I start at ~3% then bump it up by 1 or 2 every day until I start appreaing in the visible area of "Similar sponsored items" then I stop righ there. Penny-pinchers will jump at you and your impressions will be lower than when appearing on search result.
Additionally, you can give the impression that your item is cheaper by using a multi-variation listing offering a closely related accessory as the first tiem. As long as the first item in the variation is cheaper than your main item, you're fine.
Take that lightly as it's merely my observation over the years.
