promoted listings

i for the life of me can't get the promoted listings option on any of my accounts in particular i have 4 eBay accounts with over 100 feedbacks on each account no negatives and all aged over 180 days and still the have the feature to promote can anybody help with knowledge on getting this feature

Check your defects on DSR page, i'm sure i had a account with late delivery rate (where tracking shows delivered after expected date) and i did not see a promote listing option
Might be wrong though,
