I once mailed to PayPal Escalations in 2021 (Non US/UK),
I received the following response below (since then I didn't tried any further attempts):

As the account in question was created and is located in India, it is outside the scope and jurisdiction of this office. Please use this link; https://www.paypal.com/in/webapps/mpp/home and click on "Contact" at the bottom of the page. You can get to this website anytime by going to www.paypal.com and clicking on the flag in the lower right hand corner of the page and selecting "India" from the list of countries.
Additionally, we recommend you explore the options available in the User Agreement for your Indian account. Although we were unable to address your specific concerns in this contact, we offer our sincere apologies for any difficulties that you may have experienced and hope this will soon address your concerns and answer any questions you have.
