Today paypal permanently limited my brother's and his wife's account, i guess the both logged in from same device at some point, is there any chance that it could get reactivated? My brother only received 120 Canadian dollars yesterday and it was the biggest payment in the past few years which triggered.
Is this automatic reply? Can we get it reactivated somehow? This is frustrating because my brother isnt very tech savy. Whats the best course of action if we want to contact paypal in Canada (email or phone)

We are allowed only 2 accounts per person,one personal and one business.
Since you said you and you wife have been using the same device,do you think Paypal suspects there is only 1 person with multiple accounts.

It is not possible for a clerk making slightly more than minimum wage to know all the rules,the key is read the guidelines carefully when one signs up and follow the rules.
If the clerk knows it all,he would not be working for Paypal customer service.

Minimum wage or not, there should be expectation for knowledgeable customer service - even though that may not be the case...

I would say if the person signs up for its service,he should read all the rules and guidelines ,not to expect someone to explain to him.
I bet these are the people who expect breakfast served in bed FREE
Also if he thinks the service is subpar,with ignorant,rude staff,then he should immediately cancel his service and seek other services and be willing to pay for such service.
BTW,if you open an account to accept credit card payments with a bank,you get better service,in case of chargeback,it will speak,fight for you by contacting the other bank while Paypal just say -you have a chargeback,sorry .you lost and here is $25 chargeback fee you have to pay.
when you receive a cc payment,you can also call your provider to check out if it is legit.

go to PayPal support ask an agent about the suspension, call them request them, maybe they need some verifications.

I would never call anyone stupid.
Some are forgetful,some are absent minded,some are lazy,some are inexperienced,but no one should call another person STUPID .
