Exclamation PayPal is this a thing now, UK

When creating new stealth's in the UK PayPal say: "confirm your identity", we're required by law to ensure your account info is up to date. We need you to confirm your identity in your PayPal account. Without this updated info the funds you receive will be put on hold.

Is this default on every new account? If the stealth details could be confirmed on the electoral roll would this check be bypassed? Does anybody know if family/friends payments are effected by this, will they not be held?

Thank you.

Repeatedly using f&f option for payments can lead to trouble on the account - bypassing fees flagrantly.
