If I create an account registered in old family household address on a different machine, ip, phone etc, and that account was suspended; would any family of the same surname still living at that house be suspended?
It would be link by registered address and surname but clearly not the same person and there would be no other links.

From what I've seen in the past unfortunately yes they'll all be linked and suspended more than not.
If this was amazon, I'd say 99% chance. But since it's eBay you still have a chance.

That's asking a bit much. The best any of us can do is speculate on the odds of any given scenario.
The closest I can personally give you to a clear answer is this: A decade ago I had my account first eBay account shut down. Several years later I used that accounts mailing address on a different account - not as the registrations address but as the default return address.
Years ago,there is a family of parents and children living in the same house with their own PC,but they would use each other account to log into their own ebay account,one was suspended and Ebay suspended ALL,assuming it is all from one person.
But they managed to prove otherwise.

Ebay will suspend all accounts registered to that address, I can confirm because it happened to me, I wasted 3 accounts that would have been solid ones if i was careful.
You live and learn, and I'm grateful for those mistakes because now I can open an account at will that will last, one account had 10 items per month limit in the beginning, now it has 10million per month limit, can share screenshots if anyone is interested.
