I Was Using Dial Up To Opened 2 Seller Account Few Weeks Ago, It Works Great But Dial up Too Slow :( :( :( ,If I Use Same IP With High Speed Cable Will I Get Any Trouble ??.

Same IP, yes you'll link your accounts together and they'll be banned. :(

Change your IP, and access only one eBay account at a time. Remeber to delete your cookies as well. Do this before you connect to either eBay account and that will work.
