PayPal limited me

Today I was browsing internet with Hotspot Shield (it's a program that lets you browse internet anonymously) so I had a diffrent IP than usually, so I logged on to my PayPal with it and shortly after I got notification on my email that my account was limited. I don't own a credit card so I am unable to remove the limitation. Is there any way to get the limit off?

Where in the EU are you based this would also help?

And using programmes that stop your IP from being shown are always trouble try stay away from them.
