paypal suspension & dispute refund

My paypal account limited permanently. Buyers raised dispute for the uncompleted shipping. How can I refund?
I couldn't refund money.Is there any issue.if I won't respond to this dispute and won't refund the money?
Should I refund?
Please help me friends.

and how come you cant refund you withdraw the money before limit or you still have the money on the account?

you need to tell paypal you give permission to refund and they can do it manually. if they do not do so, the only option is for buyer to raise dispute.
