Default Package passing clearance is not guarantee of success?

One box came in from China, passed Alaska customs ( Clearance - import), and then got seized by the customs in the destination city.

The other box also passed Alaska customs, reached the sorting facility in the destination city, then was recalled and sent back to Tennessee for re-inspection...

I know those boxes are pretty much gone. But why such tactics? Why not just seize them in Alaska?

Please enlighten me...

Unofficially there are tiers of customs based on priority. For example, one tier to make sure you are not importing weapons grade plutonium then another tier to check for ⊗⊗⊗⊗, etc.

The two boxes contain international (copyright violation) books. Used to work fine -- pass Anchorage or Tennessee for customs clearance and reach me safely. Each box weighs 70 pounds.
