I'd apreciate an input - ebay acc question

Recently I decided to get into the ebay thing again. I found some of accounts that I made about 2 years ago, both ebay and paypal. These accounts have 2-3 feedbacks, nothing serious.

When I try to list an item on ebay germany, it asks me how I want to pay for fees. If I choose paypal, it asks me for phone verification, and I cant solve that. If I choose credit card and enter a VCC it give me some error and returns me to previous page.

Question is, is this because the accounts have been untouched for a long time or its something else?

No, its practicly blank, can be used with any name. No AVS here.

Its a German site specific for EU accounts try list on Ebay.com or others it dosent happen.

ebay.de will require you to have at least 10 feedbacks from sales before they let you sell internationally on their site...
