Got Paypal limitation due to security reasons

Tought to give my latest recap of Paypal.
We got shops in internation eBay sites 3 of them. Every shop is registered to different names of our company workers. One shop for John and other for Jack.
The address is same with all to our company address.
Sold quite a lot and long time with one Paypal account registered to our company name by one of our employees. Some time ago the employee left but we continued using the account as agreed. Recently the account got limited where the ID was asked to be re-sent. Since the employee had left we initiated a name change and this is in progress now. After that limitation we linked all eBay shops to a new Paypal account to one of my employee.
To keep the sales coming I asked my girlfriend to turn here personal Paypal account to her business account to her own company. With nothing connecting to my company. She used her own bank, own computer and own internet.
After she got her Paypal account verified and limits removed we changed the listings to accept payments to her company Paypal account. We did not change the eBay Paypal link which was and is still the employee Paypal account.
After about 14 days and after receiving 15,000 my girlfriends company Paypal account was limited and Paypal asked huge load of documents. Balance, profit, invoice for supplier of items sold, tracking numbers and also a company letter explaining payments and expected volume for next 6 months. After submitting the documents Paypal decided to close it for security reasons and said that funds will be available from 30 to 180 days.
My question now is that was it due to high volume? Did I make a mistake by putting all shops in action too quickly and letting all payments come into this one new Paypal account?
How to solve the situation and start selling again? Try new Paypal accounts, each for one shop and use a employees to register these accounts?
