Perhaps you are using cable Internet. There are 2 case.
1. Cable modem to router to computer: The IP doesn't change even you change your new computer, or new MAC. In this case to change IP address you need to change MAC on the router.
2. Cable modem connect direct to PC. If you want to change IP, you just need to spoof the MAC of your PC.
The matter is not just the IP. The web browser footprint, the stealth info, description and items you list may link as well. Quote:
