Last month when my account became limited, I called ebay and the rep told me it was because the account had a same "machine ID" with my old bad accounts. But when I called the second time the rep said it was because the account shared same financial information with the old bad accounts.
Right now I'm going to start new accounts and I'm worried for the "same machine ID" issue. Most members here say ebay can't see and track your Mac address. But, has it been changed? I mean, is it doable technically?
If using the same laptop becomes a no no, then I will have to buy more laptops...

Dont believe anything (or ALMOST anything) an agent tells you by TALK - writing is important. Some of these agents make up stories to make it seem like they know what they are talking about.
Mac address can NOT be seen. Machine name can NOT be seen. You got linked some other way - break down your creation and operation for the forum to analyze, if you want

.
Unless that first agent put that statement in writing it is not true.
MAC address is not an issue with ebay.
2nd agent is likely closer to the truth.
Did you (re)use old info on new accounts?
Define what you are doing when you make accounts.
Include how you access the computer, everything.
Bear in mind you can not resue anything old or you will get linked to the new.
If you read OP's other post it is very obvious he has no idea what he's doing with stealth and got linked through almost every single way possible. He was using VPN, used the same SSN as was on a previously banned account, and had the same info.
It's basically a textbook example of exactly what NOT to do.
He asked this same exact question in his other, longer post. Not thrilled with the spam.
