US Ebay New Account Phone Verification

Hello

What is the best way to verify new USA ebay accounts. And avoid the MC999 restrictions when ebay calls up when the first item is listed for sales. Will Google Voice work perfectly to verify ebay accounts and receive calls from ebay customer service to verify my location

Any help or advice is highly appreciated
