Assuming you really want the refund to go through and you're not going to wait the 180 days after a limitation. Call them up, tell them to screw themselves (optional). Tell them either they will have to refund it manually or if they refuse, you'll contact the buyer to file a chargeback (or multiple chargebacks) on your behalf because Paypal is refusing to cooperate. Since Paypal loses money on chargebacks, this'll probably put them on alert. It's their responsibility and fault that your account got limited by mistake, regardless of their faulty security metrics. You and the buyer are both looking for retaliation. Leave the decision up to them and they'll usually fold.
OFC, if this transaction was in excess of 60 days, you're kinda out of luck because it's in line with solid policy, but I'm assuming that's not the case here. Have fun.
