I get the message "We're sorry, we can't send your payment right now."
The paypal account is stealth, and I've sold $250 worth of stuff on eBay that cleared the paypal account.. Is it because I tried sending the money only hours after it was cleared from the hold?

Most likely.
Also, is this the first time youre trying to send a payment from this account? How many times have you logged onto this account from the Windows user account youre using now?
Paypal check the cookies and flash cookies and if they notice theres no history for the account associated with the computer (or windows user account) youre trying to send the payment from then you can get that error message.
Log into the paypal a few more times and try to send the payment. If it still fails wait a few days then try again. it should work in a few days.
Make sure though that youre logging into the paypal account from the SAME windows user account and that the cookies and flash cookies are kept so paypal recognizes the computer/windows user account. Otherwise youll keep running into the same problem - at least until the account is more established.

I no longer use windows computer users for each account, I do everything mobile, with my hotspot device.
If the account was limited, I wouldn't be able to withdraw to a bank, right?

It might be a soft hold.
Wait 3 to 4 days and try again but do not clean it completely out.

Do you have vcc linked to your pp account I had this happen went to view limits linked vcc and I was able to send. Another time it happened I already had vcc linked still would not send but it just went away after 24 hours from when I got the payments.

Other than paypal hold up payments.

Okay, let me ask you this then. I was able to withdraw the money to my bank account, however, it's going to get sent back as the names don't match.
Do you think when it gets sent back I'll be able to transfer it to another account?

i had this exact thing happen to me today. it will let you pay for items on ebay or any other website that accepts paypal payments. i too did my entire stealth routine from a mobile phone. i have another stealth on a another phone that has just started selling items i wonder if this is going to happen to me t\on that one.

Before you added the bank to your paypal account did you search the thread that our members have posted banks that accept and were successful with mismatched names?

Sending money? I would wait 24-48 hours before doing that again. Try it again afterwards and it should clear up, after all it's just waiting time.
Don't really know if Paypal is "looking at the account," per se, but their automated system is causing that error on purpose. Usually detects if transfers are too quick.
Just speaking from personal experience..

I withdrew spontaneously to see if the account would allow it.. It was a mistake, but then again, I had to find out if the account was truly limited or not.

I don't think they are looking at the account either.. I think it was an automatic system error to combat money laundering or something lol..

you are sending to another paypal right? not to the bank.....this is something that happens alot, and accs are not necessarily new ones too....sometimes you can send smaller amounts several times, eg. $20, until it hits a limit, then wait 24 hours and do it again, repeat til cleared.....I think it is automated, they are not, at least not closely manually looking at it and not particularly serious, all mine it happened to worked out ok......
